मुम्बई ट्रैफिक पुलिस अब आप से गाड़ी की PUC और INSURENCE के बारे में नही पूछेगी।

जी हां मुम्बई ट्रैफिक पुलिस अब आप से गाड़ी की PUC और INSURENCE के बारे में नही पूछेगी। मुम्बई शहर में E-CHALLAN प्रणाली के आने के बाद मुम्बई ट्रैफिक पुलिस को ये आदेश दिया गया है की वो विवादों से बचने और पारदर्षिता बनाये रखने के लिए वाहन चालको से PUC प्रमाण पत्र, INSURENCE अन्य दस्तावेजो के बारे में न पूछे। 

१० मार्च को Additional Commissioner of Police, all three Deputy Commissioners Of Police, Assistant Commissioners, Senior Police Inspectors and Inspectors in the city’s traffic को यह आदेश जारी किया गया था। 


" इस E-CHALLAN प्रणाली को लागु करने उद्देश्य यह है की सभी वाहन यात्रियों को ट्रैफिक नियमो का पालन करना है जिससे की शहर के यातायात में अनुशाशन लाया जा सके और कैशलेस्स सिस्टम को लागु किया जा सके। फिर भी देखा जा रहा है की विभाग को कई शिकायते प्राप्त हो रही है की अधिकारी और कांस्टेबल कार्यवाई के दौरान पारदर्शिता नही बनाये रखे है।"

"इसके आलावा यह भी पाया गया है की विभाग के कांस्टेबल और सभी अधिकारियो को आदेश देने के बाद भी वो वाहन चालको से PUC, INSURENCE, GREEN TAX सर्टिफिकेट और RTO द्वारा जारी किये अन्य दस्तावेजो को दिखाने के लिए कहती है। जिससे वाहन चालको और अधिकारियो के बिच बहस हो सकती है। जिससे पुलिस और विभाग की छवि को नुकसान पहुँचता है।"


सभी वरिष्ठ पुलिस अधिकारियो और उनके अधिनस्तो को भी सूचित किया गया है की जब तक आगे की सूचना नही मिलती ऐसे दस्तावेजो के बारे में न पूछे। 

डी. एन. नगर यातायात पुलिस का कहना है की ऐसे उदाहरण सामने ए है जहा वाहन चालक ने छोटे अपराधो को नजरअंदाज करने के लिए अधिकारिओ को रिश्वत देने का सहारा लिया है।  

E-CHALLAN प्रणाली के आने बाद से ऐसे मामलो में काफी कमी आयी है लेकिन इसके कारण अधिकारी और वाहन चालको में काफी बहस छिड़ जाती है जो अब छोटे उल्लंघनों के साथ दूर नही हो पारही है। 


इनका कहना हैं की " अगले कुछ महीनो में, जैसे ही सभी नागरिको में नयी प्रणाली का इस्तेमाल होने लगेगा तो बहस भी काम हो जायेंगे।"

इस कदम को वाहन चालको को का भी सहारा है जो ऐसा सोचते है की इससे अनियमितता को रोकने में मदद मिलेगी। 

कार्यकर्ता अरिंदम चौबे का कहना है की " बहूत से मामलो में, अधिकारी वाहन चालको के उल्लंघन की जानकारी वाहन चालको को देने से पहले ही दस्तावेज पूछते है जिससे अगर कोई दस्तावेज अनुपलब्ध है तो पुलिस उनसे अधिक राशि मांग सकती है जिससे वाहन चालक अपनी पेशकश से बचने के लिए उन्हें रिश्वत देदे।
